On the morning of November 6, 1979, after the sound of mines exploding on Ong Tuong hill, Prime Minister Pham Van Dong threw a stone into the Da river bed, starting construction of Hoa Binh hydroelectric power plant. At the end of 1988, the first generator set generated electricity. The remaining seven power units operated one after another to ensure progress for the next six years. In 1994, Hoa Binh hydroelectric plant was inaugurated. Hoa Binh Hydropower Plant is the largest hydroelectric project in Vietnam and Southeast Asia in the 20th century, and is the pride of the entire Vietnamese nation.

Hoa Binh Hydropower Plant, in addition to its role in flood control, electricity supply, irrigation water supply and waterway transportation, also plays an important role in becoming an attractive tourist attraction for tourists inside and outside the province. The statue of Uncle Ho stands tall and proud with heaven and earth as if watching the steps of the officials and people of Hoa Binh province who have strived to build a prosperous, happy future and a rich and beautiful homeland. At the foot of Uncle Ho's Monument, at an altitude of 128 m above sea level, you can see the massive hydroelectric project and the Hoa Binh hydroelectric reservoir.

Hoa Binh Hydroelectric Plant was a project marking the solidarity and friendship between Vietnam and the former Soviet Union of a century-old stature. Where so much sweat and blood has been shed to bring back the light of civilization today. During the journey to block rivers and build the dam, Soviet experts along with tens of thousands of engineers and workers from all over the country had unforgettable years, with determination and a burning desire to create great achievements.
