The festival is also a practical activity to celebrate the 95th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2025), and celebrate the New Year of At Ty (the year of snake) in 2025.
The organization of the festival aims to implement the goals, tasks and solutions of the Project on preserving and promoting the cultural values of the Muong ethnic group and the "Hoa Binh Culture" in the period of 2023-2030. At the same time, it contributes to enhancing national pride, encouraging all classes of people to enthusiastically compete in labor and production; Promoting the traditional cultural beauty of the Muong ethnic group in particular and the ethnic communities in the province in general to domestic and foreign tourists. It is a cultural and tourism activity that creates a highlight to introduce and promote tourism potential, contributing to promoting the local socio-economic development.

- Organizing the ceremony to worship Gods of land.
- Organizing the ceremony to worship Thanh Hoang (Thanh Hoang is the main god worshiped in Vietnamese communal houses. Thanh Hoang can have many different names depending on the village. Whoever he is, this god is the one who governs the sacred realm of the village and has the common nature of protecting the country and helping the people in the locality).
- Organizing the ceremony to carry the palanquin of the National Mother Hoang Ba from Luy Ai hamlet temple to the stadium through the West gate; Performing the rituals at the stadium stand of Phong Phu commune: Mo dang Chieng (The shaman reads the ritual content for everyone to beat the gong), Muong gong concert, opening the festival, performing art to welcome the festival;
