The opening ceremony of the Muong ethnic group in Hoa Binh province in 2023 took place from January 26-29, 2023 (January 6 - 8), in Phong Phu commune, Tan Lac district. This is a festival of provincial, with many attractive cultural and sports events. The festival has attracted a large number of residents and visitors. This is an opportunity for Hoa Binh province to promote and communicate the image of the country, traditional cultural values of the province, contributing to the attraction and development of local tourism.  The festival is organized by four Muong regions of Hoa Binh (Bi, Vang, Thang, Dong) and 16 communes and towns of Tan Lac district

The Chairman of the Provincial People's Committee awarded the Certificate of National Intangible Cultural Heritage of Khai Ha Festival to four leaders of Tan Lac, Lac Son, Cao Phong and Kim Boi districts.

 The festival has the participation of leaders of departments, ministries, central branches and Hoa Binh province
